From January 1, 2025, China Customs has adjusted its import tax policy for cross-border e-commerce, especially in dealing with small-value goods and fast-circulating consumer goods. The new policy stipulates that the declaration method for cross-border e-commerce retail imported goods is further simplified, the responsibility of e-commerce platforms is increased, and stricter product information transparency is required to prevent tax evasion and the circulation of counterfeit and shoddy goods. The tax-free policy for low-value goods has changed. The specific standards and requirements need to refer to the detailed regulations issued by the customs.
· Strengthening environmental protection requirements in the logistics industry
In January 2025, the strengthening of environmental protection policies had an impact on logistics companies. The Chinese government has strengthened the management of carbon emissions in the logistics industry, requiring large logistics companies to use more environmentally friendly vehicles and reduce unnecessary carbon emissions. The new policy requires logistics companies to implement more green and environmentally friendly solutions in transportation vehicles and storage facilities. In addition, the state encourages the use of clean energy transportation tools and provides certain policy support for companies using new energy vehicles.
· Optimization of customs clearance for cross-border e-commerce
In order to improve the customs clearance efficiency of cross-border e-commerce, the General Administration of Customs has introduced a series of new optimization measures. This includes speeding up customs clearance time, simplifying customs clearance procedures, and reducing the complexity of tariff review. Especially during the “Double Eleven” promotion period, in response to the problem of increased logistics pressure, the customs strengthened cooperation with major e-commerce platforms, optimized customs clearance channels, and ensured that goods can enter the domestic market more quickly.
· Updates to international logistics policies
As the global supply chain environment changes, China’s cooperation with other countries in international logistics has gradually deepened. Recently, customs policies for international transportation have also been updated, especially with regard to the simplification of port processing procedures. Customs has strengthened the management of international goods, simplified import procedures, and at the same time strengthened quarantine and safety inspections on exported goods to ensure the quality and safety of goods.
